Abstract
Since independence, enough of resources have been allocated, employed and invested to improve rural India. Constantly the objectives and results envisaged have been to enhance the capacity & competency of rural population to enter into the main stream of globalized world, and of course live in better quality of life. Rather, evidences states that ‘divide’ in every possible walk of life eg: economic, basic citizen facilities have been ascending rather then minimized.
There are instances where indicators values have not changed even in spans of 10 to 20 years for eg - HDI, GDI, PPP, IMR/MMR, safe drinking water, and sanitation. On taking account of Return on Investment for the sake of the Governments, international and national development agencies, one can find the present dismal status of rural habitats.
eGovernance is different kind of intervention, which can facilitate rural masses for self-improvements, without expecting greater govt support. Unlike other national programs or schemes, it presents a comprehensive facility to find, enact and encash opportunities in many different walks of rural life. This paper presents a brief note on the dynamics of how this change can happen through eGovernance. It includes ideas on matrix combination of factors for integrated rural development, new forms of businesses, RTI etc which focus on broader community participation to ensure benefit from the eGovernance national effort. And, that one has to treat this project indifferently from numerous activities in the past.
